Korolenko\u00a0National\u00a0Pedagogical\u00a0University<br \/>\n2 Ostrohradskyi St., Poltava 36003, Ukraine<br \/>\n\u0415-mail: myk_ivan@ukr.net<\/p>\n<p><strong><b>Heading: <\/b><\/strong>Researches<br \/>\n<strong><b>Language: <\/b><\/strong>Ukrainian<\/p>\n<p><strong><b>Abstract:<\/b><\/strong><strong><b>\u00a0<\/b><\/strong>The article analyzes the linguistic situation in Ukraine, the language policy in Ukraine, and the language legislation in Ukraine in a divergent way, mainly from the point of view of synchronization. The main attention is paid to the consideration of the socio-and intralingual views of the Law \u201cOn Language Policy\u201d known under the name \u201cthe (language) law of Kivalov-Kolesnichenko\u201d. In particular, the negative influence of this document on the modern process of Ukrainian state formation, on the inconsistency of the Constitution of Ukraine, the European Charter for Regional or Minority Languages has been clarified. The most important aspect of the study is the use of descriptive expressions as one of the most important linguistic means of a documenting evaluation. The axiological axis of periphrastic as a secondary nominative denomination of the official title \u201cThe Law\u201d On the Language Policy\u201d is differentiated into the following logical and informative segments: 1) the authorship of the document; 2) nominative structure; 3) place in the language-legislative field; 4) validity, 5) essence. Each of them is characterized as a hierarchically ordered microsystem of periphrastic units with their axiological potential. Periphrastic units are represented through their reference correlation with different denotation parameters. A deep cognitive analysis of the periphrasis in general and its individual components was carried out, possible transformational processes were determined due to the action of axiological mechanisms, the specificity of their verbalization was characterized. Periphrastic units are introduced into the research process, which correlate and do not correlate with social and linguistic norms, the causes of anti correlation with their extrapolation onto the estimation sphere were determined. It is emphasized that the peripheral structures, which are called the \u201cKivalov-Kolesnichenko language law\u201d, clearly unify the most important changes in Ukrainian society.
