PROCEDURE FOR CONSIDERING COMPLAINTS ABOUT VIOLATIONS OF ETHICAL NORMS

The editorial board of the journal “Ukrainian language” adheres to the relevant COPE rules and provides a transparent and fair procedure for considering complaints and appeals related to possible violations of academic integrity and publication ethics: issues related to plagiarism, illegal borrowing of materials, conflict of interest, data manipulation and other violations of academic integrity.

Review procedure
In the event of filing a complaint or appeal against the decision of the editorial board, the following procedure is applied:

Submitting a complaint
A complaint with a description of the essence and justification of the violation or an appeal against the comments of the reviewers is sent to the journal’s editorial office by e-mail: movajournal@ukr.net

Responding to complaints and making a decision
Any complaint or appeal is first examined by the editor-in-chief of the journal. He may involve members of the editorial board or independent experts who can help in resolving the dispute and properly clarifying the circumstances described in the appeal, as well as in the proper application of the editorial policy and rules of publication ethics of the journal.

Complaint about the scientific quality of the article, for example, appealing against the refusal to publish it
In the complaint, the author must substantiate his responses to the reviewers’ comments in detail by points.
The editor-in-chief analyzes the arguments of the author and reviewers and makes one of the following decisions:
– refuse the applicant due to the groundlessness of the requirements set out in the appeal;
– satisfy the requirements set out in the appeal;
– forward the author’s appeal to the editorial board of the journal or the Directorate of the Institute of the Ukrainian Language of the NAS of Ukraine.
The complainant is notified of the final reasoned decision.

Complaint about the procedure for passing the article
The editor-in-chief, together with the editorial board, examine the complaint and provide their conclusion.

Complaint about publication ethics, in particular about the behavior of the author or reviewer
The editor-in-chief, members of the editorial board, reviewers must adhere to the recommendations of COPE, EASE and publication ethics. They may seek advice from the Directorate of the Institute of the Ukrainian Language of the NAS of Ukraine in case of complex cases.
The final decision to reject a complaint cannot be canceled or appealed. The editorial board does not correspond with the author of a rejected manuscript after such a decision.

Confidentiality and impartiality
All complaints are considered confidentially, objectively and without discrimination.
The editorial board of the journal prevents conflicts of interest when studying complaints.

When studying complaints, the following rules must be observed:
– mutual respect for all participants in the editorial process, presumption of their proper and conscientious behavior until proven otherwise;
– granting all interested parties the right to present their arguments in support of or against the stated requirements;
– duly informing the participants in the editorial process about the receipt of an appeal stating the restricted rights or interests of a person;
– resolving any dispute through the search for compromise and mutual understanding.
