Abstract: The article analyzes theoretical questions of the linguistic norm as one of the central concepts of the general theory of language and the category of language culture. Actualized axiological parameters of the linguistic norm, the concept of prescriptive and descriptive, symbolic and pragmatic, strong and weak, literary and stylistic norms in connection with the history of the development of the literary language. Particular attention is paid to the dynamic processes of the Ukrainian literary norm in the context of extra-language socio-cultural factors. Changes in linguistic comprehension of linguistic norm and variability are traced.

The norm is an important concept of general theory of language and the main category of the theory of culture of language as a direction of linguistics, which determines the optimal choice and functioning of the variant means. Any developed language has a concrete historical, socially deterministic norm. It organizes a complex linguistic structure, consolidates the national space.

The language norm in any historical period of the development of the literary language is the expression of the values of the times that change and become the regulator of the linguistic behavior of society and respectively affect the reference objects for verbalization, the choice of linguistic means, strategies and tactics of verbal interaction. Values determine linguistic behavior, actualize the aesthetic criterion of choice of linguistic units, acting as the basis of motivation and functioning in the system of value orientations of the people.

A new, understandable, socially sensible content, a new understanding of events or phenomena that correspond with the mood of the era, reflect fashion trends, often become a guarantee of actualization and consolidation of the corresponding language forms in the language practice, which can be regarded as a potential element of the language system implemented in certain conditions.
